What is New Quizzes?
New Quizzes is Canvas's new assessment engine, which will replace the current "Classic" Quizzes over the next few years.
New Quizzes was built as a separate web tool to integrate into Canvas using the LTI (Learning Tools Interoperability) standard that securely connects applications to Canvas and other learning management systems. Canvas and New Quizzes are separate applications and do not share a common database.
This separation allows Canvas developers the opportunity to provide more options and stability when instructors create assessments. New Quizzes offers new features, question types, and a new interface but does not offer all the same functionality as Classic Quizzes. Moving forward, Canvas engineers will be working to incorporate most of the classic features, as well as developing new ones.

Update
Instructure, Canvas's parent company, has eliminated the mandatory transition deadline from Classic Quizzes to New Quizzes. This will allow Canvas to implement requested features and give FSU and other institutions more time to become familiar with the tool before deciding on a permanent retirement date for Classic Quizzes.
